he International Tax Authority (“ITA”) was established under the International Tax Authority Act, 2018 as a corporate body. The primary responsibilities of the ITA are: (1) to carry out the functions of the Competent Authority under the Mutual Legal Assistance (Tax Matters) Act, 2003 (MLA), which were previously carried out by the Financial Secretary; (2) to take a proactive stance in relation to all cross-border tax matters that currently affect or have the potential to affect the Virgin Islands; and (3) to ensure that the Virgin Islands is fully compliant with the international standards of transparency and exchange of information for tax purposes.

Role Purpose

Serve as a primary desk officer responsible for processing all requests concerning tax information exchange and other international tax initiatives pertinent to the International Tax Authority.

Core Roles and Responsibilities

INFORMATION EXCHANGE

  • Conduct all task assigned and/or required for attention in BVI Financial Account Reporting system (“BVI FAR’s”) and in the Exchange Management & Monitoring Application (“EMMA”) within required timeframe(s).
  • Review incoming Exchange of Information upon Request (EOIR) requests to ensure compliance with established standards.
  • Exchange information in line with the requirements, maintaining continuous and timely status updates until requests are closed.
  • Conduct checklist reviews to verify completeness and accuracy.
  • Validate the accuracy of uploaded entity documents.
  • Gather the required information, prepare notices, update systems, and ensure FedEx packages are tracked and delivered.
  • Verify received information and initiate follow-up actions as necessary.
  • Ensure that the EMMA portal is updated with all requests so that statistics can be compiled for the upcoming review.
  • Perform bi-annual reconciliations of processed requests with all relevant peers to ensure accuracy and compliance.

INTER-AGENCY COMMUNICATION

  • Process all applications for tax information to local companies, banks and government agencies.
  • Report all failures or cases of non-compliance to the legal or enforcement unit as necessary.
  • Notify financial institutions if agencies indicate non-compliance with BVI regulations.
  • Ensure follow-up communication with relevant local, regional, and international agencies for information as necessary.
  • Assist in preparing various agencies, including the Financial Services Commission, Financial Investigation Agency, Attorney General’s Chambers, Director of Public Prosecutions, Inland Revenue Department, Ministry of Finance, and relevant industry members, for upcoming reviews.
  • Prepare responses to the Competent Authority.

RESEARCH AND REPORTING

  • Conduct research at the Company Registry regarding requests received on tax information exchange agreements.
  • Assist with collecting quantitative and qualitative data, interpreting research findings and preparation of topics for further discussion and decision making.
  • Support in preparing various correspondence and reports and assist in drafting materials for local and international publication.
  • Conduct other relevant research and prepare periodic reports for management as required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Business/Public Administration, Management, Law or a related field
  • Two (2) years of related experience
  • Knowledge of applicable local and international laws, regulations and policies
  • Knowledge of Taxation (local and international tax laws)
  • Knowledge of Financial Services and related laws
  • Knowledge of processes and procedures within ITA
  • Preparing correspondence material for publication
  • Documentation and Data Management
  • Timely sharing of information/data
  •  Strong Analytical and Critical Thinking
